The Toledo Police Department Records Bureau keeps all arrest records, crime reports, and incident files for the city. The office is at the Safety Building, 525 N. Erie St., Toledo, OH 43604. Hours are Monday through Friday, 7:00 AM to 3:00 PM. Call 419-245-3246 for general information or 419-255-8443 for non-emergency dispatch. Email goes to toledo.police@toledo.oh.gov.

There are multiple ways to get Toledo police crime reports. You can complete the Crime Report Request Form and email it to TPDReportRequest@toledo.oh.gov. You can mail the form with a self-addressed stamped envelope to the Records Bureau. Or visit the Safety Building in person during business hours. You need to provide the name of at least one victim, witness, suspect, or reporting person, along with the incident type, location, and date. A report number helps if you have one. There is no fee for a single crime report involving one incident. Multiple reports may have a charge.

Reports not approved by a supervisor will not be released. The Records Bureau closes on holidays.

Toledo Public Records Requests

For bulk requests of three or more records, 911 audio, police video, photos, or department policies, use the Toledo Police Public Records Office. Fill out the Public Records Request Form (TPD FORM 24.20). You need to download the form and open it in Adobe Reader before filling it out. Submit it in person, by mail, or by fax. Fees for the Public Records Office are: $0.05 per page for black and white copies, $0.10 per page for color, $1.00 for a CD or DVD, $2.00 for Blu-Ray, and $9.00 for a flash drive. All records are subject to redaction under ORC 149.43. If there is an ongoing court case, records must go through discovery instead. Internal complaint investigations must be closed before related material gets released.

Toledo Police Video Records

The Toledo Police Department has specific retention periods for dash cam and body-worn camera footage. Test and unclassified recordings are kept for 90 days. The ODRC Offender Search tracks state prison inmates from Toledo. Under ORC 2953.32, eligible defendants can ask Lucas County to seal their records. The filing fee is $50 plus court costs.
