Carroll County Clerk of Courts Criminal Records

The Carroll County Clerk of Courts is run by William "Bill" Wohlwend. The office sits at 119 South Lisbon Street, Courthouse Suite 401, in Carrollton. You can call them at (330) 627-4886 or send an email to bwohlwend@carrollcountyohio.us. Hours are Monday through Friday, 8:00 AM to 4:00 PM. The Clerk handles all Common Pleas Court records, including criminal cases, civil matters, and domestic relations filings.

Criminal records from the Common Pleas Court go back to March 2000 on the online system. The Carroll County Clerk of Courts eAccess portal lets you look up cases by name, case number, or filing date. Each record shows the charges filed, hearing dates, case status, and any final rulings. The office also keeps Court of Appeals records and domestic relations files on hand. If you need records from before March 2000, you have to go in person. The staff will not do searches for you over the phone. That is their stated policy.

Copies cost $0.25 per page. If you want documents sent by email or fax, the fee jumps to $2.00 per electronic transmission plus $1.00 for each page of that document. These rates come from ORC Section 2302.20(Y). All fees must be paid in advance for mailed, emailed, or faxed copies.

The Carroll County Sheriff's Office keeps arrest records, warrant info, and jail booking data. The office provides electronic fingerprinting for background checks. A BCI check costs $30, an FBI check costs $40, and both together run $70. Local checks are just $2. You need to call (330) 627-2141, option 2, to set up an appointment.

The Sheriff's Office also runs a Sex Offender Inquiry tool. You can check it from their site. They post a Most Wanted list and take anonymous tips through their web portal. The office handles emergency alerts for the county as well.

For public records requests, visit the Sheriff's Office in person during business hours. Bring valid ID and be ready to pay any copy fees at the time of your visit. You can also ask about active warrants and get details on people currently held in the county jail. Under ORC 149.43, most arrest records are public. You do not need to explain why you want them.

Criminal Records at Carroll County Municipal Court

The CaseLook system lets you search for municipal court records online. This includes misdemeanor criminal cases, traffic violations, and small claims matters. Results may have a delay between the time a case is filed and when it shows up in the system. The court also offers online payment for fines and court costs.

The Municipal Court handles preliminary hearings for felony cases. Those cases then move to the Common Pleas Court. A bond schedule is posted on the court's site if you need to check bond amounts for specific charges in Carroll County.

Public Access to Carroll County Criminal Records

Ohio's Public Records Act under ORC 149.43 makes most criminal court records in Carroll County open to anyone. You can view them at the Clerk of Courts office during business hours. No reason is needed to request the records.

Some records are restricted. Juvenile case files stay closed under Ohio Revised Code 2151.358. Sealed or expunged cases are not available. Active investigation files held by law enforcement may also be off limits until a case is resolved. Personal identifiers like Social Security numbers get redacted before any records are released to the public.

Under ORC 2953.32, some criminal records in Carroll County can be sealed after the required waiting period. The filing fee is $50, and the court may add up to $50 in local costs. Not all cases qualify. First and second-degree felonies, violent felonies, and sex offenses cannot be sealed in Ohio.
